Why it exists
Banks do not need a new framework. They need the existing one applied honestly to a system that takes actions — before an examiner does it for them.
What it contains
Inventory unit of account — the agent, the model, or the action class
Validation scope extension — authority, tool surface, and failure containment alongside model performance
Effective challenge with non-deterministic systems — what a credible challenge looks like
Ongoing monitoring triggers — provider version changes, prompt changes, tool additions
Documentation expectations that survive an examination
